Exports
Exports now acts as the export-second progression entry for the OC Platform universe. It keeps the second readiness-push visible at the family-entry level, then hands off detailed truth reading, missing-condition interpretation, and export-side readiness judgment to the dedicated Export Detail page.
Why export comes next
Second progression layer
Export follows boundary-first fixation. This layer interprets issuance-basis posture after the first durable anchor direction is established, rather than acting as the first push itself.
Current stop point
Export-side progression is still stopping before durable fixation. Even when basis-informed state appears, the export layer remains non-fixated and still below real issuance-ready progression.
Adjacent context
Binding remains export-adjacent context, and Patch remains observe-only support inside the same truth-reading family. Neither one should be treated as execution authority here.
Downstream dependency
Verification still comes after export. Verification interprets later anchor/stability and continuation-adjacent readiness, but export-side fixation and issuance-basis progression must be read first.
